The electric cable from the power pole to the manufactured house is currently above ground, which I believe poses a safety risk, especially for young children. Is it possible to bury this cable underground? If so, I will likely need to extend the cable. I am also concerned about water entering the pipe through the connections during rain. If there is another safer method, please let me know.

Yes, those feeders should be buried underground, but not with that flex conduit. Thats not rated for burial, which means the conductors inside probably aren’t either. That is an amateur job that should be fixed. But I dont think anyone on this forum is going to tell you how to do it. That takes specialized knowledge and licensing, and the fact you are asking how to make the connections means you need to hire an electrician if you dont want to kill yourself.
If that is the meter, an electrician would also likely need to pull a permit, since they would need to cut the permit tag to gain access.
