This photo shows the vertical rails on the stairs to be under 4 inches and would not allow a sphere with a diameter of 4 inches to pass through. The risers also measured adequate height and spacing to now allow a sphere of four inches to also not pass through. The rails were also of adequate height, had a grip, and were continuous.

The article I read discussed the advantages of using solar energy. While it does have some flaws, the upside greatly outweighs by a large margin. While renewable resources can become scarce, the amount of solar energy that can be harnessed is more than humans could ever need and use. It is also low emission, creates green jobs, and it is extremely reliable.
