WOW !!!

Thank you all so much everybody for answering my little question ....
I talked to Bill Merrill, Ph.D yesterday afternoon....
He is quite the talker....Very nice man.
Ok, he wants me to take the course he offers because he claims that NYS MIGHT be amending the requirements regarding licensure here, and they may not. He says not to waste money on other courses because I may have to take them again when the requirements change, if they do . He states that the board, which hasn't even been picked yet, will decide on the new requirements, if they even do....They may not, he claims. I did find it interesting that it was only 30 hours. The cost is $495.00 including books. He claims to be certified with NYS.
He also doesn't give out the course structure ... " It's all explained on the website", he exclaimed !!! I just received a course brochure.
He seems sincere, and very atimate regarding the position NYS has here.
Seems there are only 5 people handling all the licensing requirements in NYS, according to Bill.

" This is a Business Development series Sponsored in conjunction with NACHI, HIF ( Home Inspection Foundation) and ACI ( Association of Construction Inspectors). It is also approved for 22.5 hours of Real Estate Continuing Education Credit Under Appraisal Education Network"

" We cover the basics of the Profession from A-Z "

" Train here and learn the field the correct way! "

Whatever all that means, but it seems Bill and NACHI worked on this, or NACHI approved it. I am confused a bit. But, I am glad I asked the question. Seems to get any good training on Long Island, I will have to do my homework.

LIU is a viable choice, great school here ... I will be checking into that later today !!!!

[NY\_HI\_License\_Law\_2004.pdf](http://www.nachi.org/bbsystem/usrfiles/N/NY_HI_License_Law_2004.pdf) ) … look at Section 444-e for requirements

[http://www.dos.state.ny.us/lcns/homeinspector.htm](http://www.dos.state.ny.us/lcns/homeinspector.htm) ... includes discussion of licensing requirements

Long Island University (LIU) already has a 100 Hr "Home Inspection Certificate" training program ... [CLICK HERE](http://www.cwpost.liu.edu/cwis/cwp/conted/realestate/homeinspect.html). LIU, through contacts in the SUNY system and lead instructor's contacts, has already discussed state approval of the program, and will be adding two courses to get up to the 140 Hrs of required training, including the 40 Hrs of on-site training. LIU is only adding courses, so those that are just starting or have previously completed the program will only have to take two additional courses to qualify for the NY State required training.

If anyone has questions about the new NY State licensing requirements, email me or Joe Farsetta who was very involved with the licensing provisions.

Craig,

NACHI and NACHI Education have NOTY worked on this with Bill Merrill.

There is a single undenyable fact regarding schools and HI education in NY State. That is that the course requirements will be for a minimum of a 140 hour curriculum, 40 of which will be hands-on HI inspecting as a part of the school.

Though all schools are scrambline to implement a course curriculum which meets the new requirements, that very curriculum is under development as we speak.

So, for anyone to claim that the requirements may be ammended is not up to speed. Its 140 hours of schooling, period.

The best advice I could offer is to wait for an approved course in your area to be blessed by the DOS specifically as it pertains to the new HI licensing requirements. LIU's course curriculum is pertty rubust, and I seriously doubt that the DOS will not accredit them, as their current course is also beyond the 100 hour minimum, and they are part of SUNY.

It is called Intensive Home Inspection it is 21 hours of knowledge training with legal aspects, marketing, report writing and the usual electrical, plumbing, structure, exteriors, roofs and interiors.
It is 21 hours of very intensive training but you will be credited with 30 hours and an additional 10 continuing education hours from NACHI and you will be certified.
I know you are in another state but if I can help you in any way just let me know. |

You have become an living infomercial. You deserve at least FREE admission. 30 hrs of training. Including 3 actual supervised home inspections within that timeframe.

Man what are you waiting for? Don't forget the sooner you get it done you will be on your way to making thousands of dollars a day performing home inspections at your leisure. ![icon\_rolleyes.gif](upload://iqxt7ABYC2TEBomNkCmZARIrQr6.gif)

Of course if you find out that you really can't get it done as a HI, I suppose there could be an opening in the Admissions Office for a sales position.

You get what you pay for.

Just as a clarification, NY State recently amended the HI Licensing law (Bill S160/A1264, which was signed by the Governor into Law on 7/19/05) so that the Secretary of NYS Department of State (DOS) has complete control over any guidelines, or additional provisions that are not specifically detailed in the law ... so in my opinion it matters little that there is no home inspection council/board set up yet.

Here is a link to get you to the actual licensing law currently in effect in New York (click on "RPP - Real Property" about half way down, then click on "Article 12-B") ...

Licensing will also be discussed at the upcoming NACHI Long Island Chapter meeting on Sept 15, 2005

Hey Robert !!!

I am just repeating what Bill Merrell told me !!!
And he is obviously going to be at the next meeting of NACHI on LI.
So, I am getting differing opinions and thoughts on this ....Maybe someone should question him at the next meeting and find why he is saying this !!!!

Again, Bill says it is NOT finalized as of yet ... In his opinion, a board being set up or not ABSOLUTELY matters !!!

I am NOT saying he is right or wrong, I am just repeating what I was TOLD, and what he is saying to all his students and potential students ...
" This Licensing Law is NOT finalized and may not go into effect"...
He said this over and over to me ... So, might it be true ???

As a new member trying to find out the best way to approach this, I like to get all my ducks in a row, and get all the misinformation out of the way.

I am glad I asked this question, hopefully we will be able to get this all sorted out ...

I do believe that ANY ongoing education in this field is PARAMOUNT to any licensing matter .... Never can learn TOO much !!! That is why I will probably be attending LIU this year ... Looks like a great course !!!

I have received more help and information HERE than I could have imagined, and that is priceless to me ... I am sure in the future I will be helping others also !!!

Everyone's input here is greatly appreciated... Not only for me, but for all the others interested in this field on Long Island ...

Let's try and get this all sorted out, but we will probably have to wait and see what happens in January 2006 ... !!!

Hey Craig,

My post wasn't intended as criticism of you, but just a clarification on the provisions of the current NY State Law on the requirements for obtaining a Home Inspectors license so everyone is clear on that.

There are many areas of the new Law where the DOS Secretary (not the "Council" per the 7/19/05 changes) has some discretion ... some of which include development of a SOP & COE, training course approval, exam development/approval, continuing education requirements, and liability coverage terms/provisions.

As Joe and I indicated, there is no discretion on the part of the Secretary or the Council concerning the number of inspections or hours of initial training ... although there are some vague provisions under the grandfather license requirements. It's 100 directly supervised inspections or 140 hours of approved training for new inspectors, and there are no bills even introduced to change those provisions.

More to come, with some very informative/helpfull handouts I have prepared, at the upcoming LI NACHI Chapter meeting on 9/15/05. Hope to see ya there.

At present there are no approved NY State courses to become a Licensed Home Inspector. The state has not even set forth an application for licensing to date. Our course covers all components of a home inspection from a classroom instruction standpoint. We have filed our outline with the state of new York and received Real Estate Continuing Education Credit for salespersons and brokers in New York State. We also offer a very introductory 7.5 hour course on the Business of Home Inspection- very basic- it is an on-line course. Our school will wait and see when the state determines what programs will or will not be approved. We will work towards being approved once the state gets forth licensing in NY State- at least they must get the application to everyone interested which will spell out in detail what is and what is not accepted. I spoke to the State again today and was told when the materials were available, our school will receive all the needed information to go forward. That is why our course is only 4 days in length. Why would be offer a several hundred hour course which the state of New York may not accept. There are no guarantees that any program will be accepted, but we are keeping track of hat is going on and we are also working with several active inspectors, brokers and authors in the potential design of the course once licensing becomes reality. We will wait and see.

for more information check out the 9-1-05 meeting at [www.NACHImeeting.com](http://www.NACHImeeting.com)

I believe that the NY State, Department of State will set forth a reasonable License law, which members and non-members can live with and work towards. I have worked with the State on multiple licenses over the past 20 years including sales, brokerage, appraisal and continuing education, and their education department has always been fair, professional and determined to get the job done. When everything does become available, ie: license application, etc. I am sure that everyone will be pleased with the final product. I ahev found this department to always be fair with everyone, and willing to answer questions regarding any of the many licenses they manage and administer.

Long Island University, CW Post Campus is a very good school but is is NOT part of the SUNY system (State University of New York) LIU is a very well know private university in nassau County, New York.

As per the NYS, Dept. of State, no school outline for any amount of time has been approved for HOME INSPECTION LICENSING. This was from NYS, DOS on Aug. 22, 2005. The quote about approval of course outlines for the 140 hours which includes 40 hours of supervised inspecting is as follows from this e-mail:
"We will send more information to the schools as soon as it is ready. As of now, we are seeking comments...."

Bill Merrell, Ph.D- Fellow NACHI member

That is why we will only offer our initial course until the state gives us an approved outline as to what they will mandate.

There are also free seminars on the internet that vary between 1.5 to 2 hours, which state that they are NACHI accepted.

Their web site is [www.certainteed.com/continuinged](http://www.certainteed.com/continuinged) Credit must be given to Paul Hinsperger, Hinsperger Inspection Services who previously posted this information.

online Continuing Education, which includes the CertainTeed courses, that is posted in this Forum under the following Topic … [CLICK HERE](http://www.nachi.org/bbsystem/viewtopic.php?t=10114)

If the post matches the master list I maintain, its 31 free online courses, which totals 37.0 CE Hours accepted by NACHI ... ALL FOR FREE! We are also looking at adding some of the free AEC courses to the list, and hope to have a NACHI page for these courses soon, but the EC hasn't finished those tasks yet as online training is a committee priority at this point. However, note that these are continuing education courses, and NOT acceptable initial HI training.

The NYS DOS already has a final draft of the requirements for the 140 Hrs of home inspection training out for review, and I would expect that final training guidelines and grandfather HI License applications that can be posted for the public would be available in early September. NYS DOS seems to be taking a very reasonable approach, and in not trying to re-invent a square peg to fit in a round hole ... ![icon\_wink.gif](upload://ssT9V5t45yjlgXqiFRXL04eXtqw.gif)

I am absolutely amazed sometimes by how much thought goes into doing things wrong
