From an enforcement standpoint, when does an attic become “storage space”?

I would say when it was designed for storage.

I guess we won't see many then. The standard truss system is not designed for storage. The bottom chords are usually only designed to carry the ceiling and some incidental human activity in the attic.

Usually "pull down steps" is the trigger from what I see. How about if this is a scuttle hole in a 13' garage ceiling (not unusual in a "stem wall" house).

When there is an attic access.

IT WILL be used for storage if there is access. ![icon_lol.gif](upload://zEgbBCXRskkCTwEux7Bi20ZySza.gif)

If there is no access, someone will make an access.
