Nope. Built in 1990. I found it hooked up in the equipment panel but lost it after it went under the insulation.

It's possible that it was for the 240V dryer, but it was difficult to tell.

If this is a grounding electrode conductor, the splice must be irreversible. The piece of steel you see is a 2 gang plaster ring, installed with the intent of keeping the splice accessible.
