I've normally seen stucco siding act as counter flashing over step flashing. This looks like a counter flashing that is attached to the outside of the stucco. It looked fairly well attached to the wall but am not sure if it was completely sealed to the stucco.

Has anyone else seen this before. Is this a standard acceptable practice?

Thanks in advance!
