Had a tough time getting a good photo but is this a lead drain pipe up at the top? Never have encountered lead pipes before but remember learning that they’re bubbled up like this sometimes.
Just scrape it a little. If it is bright silver colored then it is lead.

I have to +1 @jdepiero on this.
Also, since lead drain pipes do not supply potable water, it poses no direct hazard to the home owner. I sometimes overlook the basis of a concern as I am thinking it through.
