Per the image posted by Jeff, they would be allowed above or within the zone. I would like to believe they would need to be rated for a wet location as well but can't find anything on that offhand unless. And I don't know if Greg's post is referencing the sconces in particular or luminaires in general.

Above my garden tub I have 2 not rated for wet locations but the covers must remain in place (can’s with flat plastic ‘covers’)
The one above the separate shower stall is rated for a wet or damp locations...
All are 9 foot ceilings so I guess they coulda' put in anything

Thanks for clearing that up, I kind of figured they would need to be. I just haven't made it through the entire IRC and NEC yet. 
Just to be safe, when I find them I always recommend ascertaining whether they are listed for wet locations or not. Especially the shower stalls that have really low ceilings, 7 or 7.5 feet, where water/moisture is more likely going to have an impact and possible consequences.
