Lights pulsate with washer running

If it’s like mine, there are more problems than squirrels destroying the service neutral. I found that the bathroom lights and fan were on the same circuit as the washer. The neutral conductor to the washer receptacle was deeply charred. And I am finding other shared circuits that should not be.

I am not an electrician, but I play one on tv, but anyway: do strong inductive loads imposed by failing a/c motors ever kick off slow throws? ie. is it possible to keep an oscillating dangerous load on a line because of it’s intermittent nature.
