Loose Neutral... I think?

Vacuum cleaner plugged into random outlet in apartment:


Some lights get dimmer
Some lights get brighter
Some lights show no change

All three at once. Different lights each time depending on the outlet, but this behaviour is seen consistently. However it doesn't act exactly like I would expect. For example

Outlet 1 dims lights A and B
Outlet 2 brightens light A, but not B and, dims light C

For some reason some of the lights that get dim together don't get bright together. And some of the lights that get bright together don't get dim together.

But nevertheless, the same pattern exists... some dim, some bright, some nothing.

So, is this a loose neutral?

No sense guessing what the problem is, all that matters is there is an electrical problem that needs attention immediately.
