Main Bus Feed or Already Made Alternate

Completed a mobile home inspect and bound this meter in bad shape. Coming from a commercial background, this looks like an underground main bus feed but am confused about the 4"? flex. Thge liquid tight goes to the subpanel which feeds the home. Can someone tell me what I have here?

What you’ve got here is a pedestal mounted service.


The Power Company’s underground cable (I’ve never heard of or seen an “underground main bus feed”) comes up in the rear section. If you’ll look, the cover on the lower rear is removeable, although the mobile home has been placed too close to the pedestal to access the utility area.


The front section can be used for customer conduits.


I don’t know the use of the flex, but can tell you that it’s about 2", not 4".


A 4" would be too large in diameter to even fit in the panel.


The bad part of this installation is that the corrosion around the bottom will eventually cause this thing to flop and fall right over, or be supported by the utility's cable ![icon_cry.gif](upload://r83gSGUzNOacIqpjVReDwcR83xZ.gif)

Cool, OK. So there are a couple of issues:
1) Isn't the Pedestal required to accessible for service? If " the lower rear is removable......the mobile home has been placed too close to the pedestal to access the utility area": wouldn't this be a "Green Book" issue or accessibility issue?
2) The condition of the Pedestal base is so bad, it wobbles. My opinion is the service should not be on until this is corrected for fire and safety reasons.

There is also an issue or, I guess question, as to our obligation. The Mobile Home Park provides bulk power for the park and reads all of the meters. I'm of the understanding they, or the ones they hire to read the meters, are the only ones who see this type of issue.
-Do we have a professional obligation to report this?
-Are we liable for NOT reporting?
