So many issues with these two electrical panels to begin with, but I only have one question here on the second panel.
Is the second panel a considered a sub panel or another main panel? The wiring for the sub comes off the main disconnect in the first panel. I’ve never seen this set up before.
The second panel is a subpanel because it is after the service disconnect. The double tap to feed the second panel is incorrect as is the bare neutral in the raceway. There are several other visible issues as well.

Sure looks like vintage, if not obsolete electrical service equipment.
There were so many things wrong with this service.
The service drop was aged, deteriorating, not secured to the structure and was installed 3" above an operable window without conduit.
It was a Wadsworth panel. Installed in a 2nd level closet with a shelf and clothing bar in the way. The Sub panel was in an unconditioned attic space with a shuttle hole access.
