This is a pic on the inside of the garage…( opposite main panel )
Should the ground wire and as it connects to the rebarb ( entering to
to the foundation ) be covered?
This is visible from the inside of the garage.

Are you asking if the box needs a cover? There is no voltage present. That is simply to allow access to the connection.

So this is a connection of a GEC to the rebar that is stubbed up above the slab for a concrete encased electrode? If so, that connection is required to be accessible if not buried in the concrete which is probably the reason that the mud ring is over it.
Not necessary to cover wire although it looks like that was the intention with installation of the mud ring to allow access to the clamp portion.

If they sheet rock this area, the mud ring will allow for a blank cover over the top of it.
