Meter jumper needed if there's grounding electrode

Do I need a meter jumper to the street side if there’s a grounding electrode? Water line is bonded on the house side.

Does the water pipe qualify as an electrode? If so then there are two rules involved, one is that the GEC lands within 5’ of the pipe’s entrance into the structure and the other is that the continuity of the pipe doesn’t rely on the water meter. If the water pipe does not qualify as an electrode then the metal piping system within the structure only needs to be bonded which can be at any accessible point along the pipe.
