My brother in law is standing here who used to work for the Power company and he says it is a transmitter device that sends the information for the meter to the Meter reader what the four dials read. He doesn’t even have to get out of the truck anymore. The round disk is a transmitter. “We have es solved the case”

The same is also used in water meters and gas as well. The meter reader doesn’t even have to go on the owners property.
