Minimum Clearance for Exhaust Flue

When I ask google “What is the minimum clearance from an exhaust flue on a conventional oil furnace to combustibles” I get 18 inches.

But according to ICC the minimum clearance for single-wall vents is 9 inches and 6 inches for double walled Type L.

Can someone explain why the inconsistency?
Thanks,
Justin

Simple…one answer is from Artificial Ignorance and the other directly from the ICC…go with the ICC.
