In Ohio you cannot even take the panel cover off.
I thought that I replied to this earlier, apparently I am mistaken. When I first read your post I created a reply and said “why call it dangerous?”. What we know is that it is a defect and that it should be corrected by a licensed electrical contractor. dangerous or not, it is improper and should be fixed.
On a personal note, I wouldn’t believe it to be “dangerous” but I also wouldn’t let that slide in my own home. Write it up as you choose, but I avoid terms like dangerous, serious, life-threatening etc… I try to be neutral unless it is a serious situation (read live electrical conductor draped from the ceiling. Yes I have walked into this).
