Neutral Conductor termination question

Good Afternoon
Is there a reason why the neutral would be terminated like this and not on the bus bar? It is for a Car Charger (40 amp breaker) Thanks for your input

Matt, typically a 240 volt circuit does not use a neutral (grounded) conductor, so they just wire nutted it for possible future use…maybe for a potential 120/240 volt appliance.
