Neutral wire from main panel to furnace

This morning I looked at an electric Nortron furnace. The white nuetral wire from the main panel was not connected to the nuetral bus bar in the main panel , nor was it connected to a terminal (left uncapped) in the furnace.

Does it not have to be connected to “complete” the circuit"?

If it is 240V it does not use the neutral wire. It should be grounded though. Either through the use of a green wire back to the panel or, if EMT is used, the EMT itself.
