@rmayo - I am a bit curious…In the PNW - if there is ever (rarely) a conditioned crawl, it is done as a dry crawlspace, with concrete over soil and no vapor barrier. If a vapor barrier is present, then there are foundation vents and no point in wasting energy to condition the air in the crawl.
In your area, is it typical for soils and a vapor barrier and also conditioned air?
Some of the other images are a bit of an amateur hour show!

About half of new homes with a crawlspace are conditioned. If done right I inspected some over 10 years old and the subfloor still looks good.
