New construction Whats wrong?

There is a 2"by under the floor joist that does not carry the full width of the girder.
Hard to determine the floor joist splice load bearing.
Should they not be scabbed or blocked?
PS: If there is the slightest chance I am right no need for photos of Wayne.

The row lock bricks will also be a water and weather entry point at some time.
There is no undercut or capillary break. See how the water back travels and runs down the brick face.
Recommend cladding.
Slab on grade.
The brick should be 6" inches above the ground or grade.
Recommend 4" inch thick concrete facing or cladding with water proof material.
Have done this many times and achieved successful results.
