The lathe is optional. I do not consider stucco a veneer when applied to masonry. It is a finish coat. Anyone else with me? These are often regional terms. 😉

You can’t bolt the ledger board to a hollow block wall. The ledger bolts must be secured to a concrete filled or a bond beam. There is typically some additional flashing to weep out any water that gets into the hollow blocks above
