One way to look at it…it’s a built in safety device for those nights you’ve’e had one too many! You’d only fall down 2 steps if the door was closed, instead of all the way to the bottom

Hmmmm ... under the IRC since the door swings out over the stairs, a landing would be required at the top of the stairs ... looks okay to me ...
Seriously though, part of the reason for the model code provision is it's difficult to safely open a door swinging towards you when you are standing on steps. Definitely a safety concern ...
