No GEC in service panel

I would check with the AHJ in your area. When I researched it, some said it depends on the area. Some places do not allow it because the ground terminal is not accessible in the meter enclosure.

The NEC is okay with it, however, the last word is with AHJ or the POCO that may not allow it. Some inspectors will use the inaccessible BS excuse not to land the GEC inside the meter enclosure, but that’s only because they don’t understand the code. If they did they would realize that then the enclosure is also not accessible to install the grounded & ungrounded conductors – at which point they are contradicting themselves.

And? Limitation. Unable to identify Bond location.

OP is referring to GEC termination at the panel. If the EMT is metal, GEC bond is at a bonding bushing.

All EMT is metal. The M stands for Metallic.

I did not express myself well. I was in a rush to get out to a job.
Thank you for the correction, George. NM cables-EMT. M is for metal/metallic.
Keep well.
