no ground (safety hazard?)

“Receptacles at locations____ are not grounded and represent a potential safety hazard. This should be refered to a qualified electrical contractor for further evaluation”

Why does a electrican need to furture evaluate? Is having no ground in older style homes a saftey hazard or not? What do I tell the client if they ask why I stated that it needs evaluated and that it represents a POTENTIAL safety hazard??? Help me to address this properly thanks

This is just a condition you should report. It will require a professional to change it but it is not really a safety issue when used with 2 wire equipment. The customer should just plan on adding additional circuits for their 3 wire equipment. When you think of it that is really not very much and most of that should have a dedicated circuit anyway. It is certainly an expense the customer should expect and be reflected in the value of the property.
