I just want to say that I agree with all of the points Michael has stated.
We can let people know what is code compliant without saying the word “code” or referencing any code. In this instance you don’t need to recommend further evaluation. You report the lack of clearance and move on.

Exactly, thanks David! Nothing needs evaluated, I already did that. It’s wrong. Maybe the cabinet installer should evaluate where to move the cabinet, I dunno. So the seller, who was present, asked me the dreaded question. “Is that against some kind of code? The city inspector signed off on the remodel 7 yrs ago”. Without getting into ethics about discussing findings with seller, I just say “I’m not sure-I don’t expect for code”.
My report stated the panel did not have proper clearance, and the panel should be re-located by a qualified electrician, or the cabinet re-located.
I’m sure it was wasted ink-I’m positive the buyer didn’t request any action be taken-it is hard to get to the panel, but not impossible. I did it.
I just stated it was wrong, recommended correction, and moved on.
