Looking for feedback on this old Cutler-Hammer subpanel. I’m not seeing any defects other than panel labeling and it looking so very old. Comments appreciated. Thanks!

It certainly doesn’t appear to be an exterior rated panel. Breakers should never be exposed to the elements like that.
It is outside under a porch overhang. What struck me was how incredibly weathered it looked… but is that an reportable defect?
A “porch overhang” does not provide adequate protection for a Type 2 (assuming) panel to be installed outdoors.
The weathering on the exterior cover is not a big deal, but the exposed breakers should not be subjected to that environment. Couple that with the missing twist-outs and defer it to an electrician.
