I'm seeing a split bus panel with the lower half being fed by direct taps off the main lugs rather than from a "main" breaker. Then there are other unprotected circuit taps from the main lug. Possibly a number of 240 (?) circuits without handle ties. Multiple neutrals under a large lug. And paint!
Tough to say what's going on with your grounds and switches (is everything in that mess at the bottom firmly connected?) Panel bonding? This panel "needs-a-fixin". Yesterday wouldn't be too soon.
I'd say report the known issues and get Sparky to evaluate the rest.

Probably too late for this Will, but I finally got to look at the photo on my main pooter (rather than a tablet while I was waiting for my car to be serviced).
Not sure if that's supposed to be the service equipment or not, but one way or the other, it sure is a mess! With this kind of "workmanship" I'd be very concerned about the rest of the house wiring "updates".
