Just curious, what type of outlet/purpose? Timer?

Looks like an addressable receptacle . You set the address using the dial. Allows remote control.

I would guess that it’s an old Radio Shack X10 radio controlled device. They also had plugin modules to control table lamps. Google Radio Shack X10.
