Outlet off of Main Panel?

Wondering if an outlet (recepticle) is ok wired directly from the main panel outside. My neighbor needs an outdoor outlet underneath the main panel for landscape lighting. I explained I have yet to see this. Any thoughts would be appreciated.

Ok as long as it is fed with the correct breaker, correct size cable, conduit should be used and weather proof outlet box, GFCI and… what did I forget?

He might need an enclosure for low voltage transformer too.

Yes, that’s absolutely proper. The correct outdoor wiring methods would need to be used, as well as a bubble cover and GFCI protection.
