As Paul has stated the NEC allows any color to be used for a GEC. What goes on in Chicago doesn’t seem relevant to the OP.

Got a question for you. Did you go to one of the home inspection training classes at the Metropolitan Community College OR somewhere else. I bet if you call your instructor, he could help you with some of the electrical questions I’ve seen you post.
