Plumbing boot flange coverage

Is that boot flashing going to leak the way it is installed?
Why does the shingle tab have to cover the boot flashing as shown on the OP’s pic.?

other than the caulk being unnecessary and not attractive if You are standing on the roof looking down on it , I don’t see that much wrong with that install…It doesn’t look like it would leak to me barring a hurricane…I guess You could nit pick anything if You really like 1000 page reports…
