The cover to the left is the utility connection area, and the two meters are for two apartments and the mains for them are next to the meters.

The "feeder" on the right with a plumbing fitting is what's wrong here, and should never have been allowed. I am not sure where this is located, but an electrical inspector while on vacation found this.

Could it be that this job was passed because of "crossed neutrals" here? ![icon_rolleyes.gif](upload://iqxt7ABYC2TEBomNkCmZARIrQr6.gif)

The LR was probably secured with a chase nipple, after being threaded onto the short length of conduit, or is it water pipe?

I wonder what size the feeder conductors are 4 AWG or larger?

I have not had to be personally involved in any of this but I know about it and that makes me an unwilling party to it.
