I highly doubt the plywood panles will blow off. It takes 29 shingles to cover one sheet of plywood with a minimum of four nails per shingle, that is 116 nails penetrating the roofing, plywood, and into the roof boards, that is not counting the nails that were used to fasten the panels to the roof decking boards.
