Some older homes are near even. It depends. Split ranched, common in my area, havve the garages “nearly” dead even. In my mom’s home, It is less than 4" height differential.
So, things vary. I am waiting for the answer... Should be educational.

I don't believe there is a max. We had several areas in Northern VA where the garages were anywhere from 18" to 48" below the level of the floor, and all were new construction (2001-2002)

SORRY. I guess it would have been good of me to put the correct answer in the choices. That’s what I get for trying to post something in a hurry. The correct answer is a minimum of 4". Most are more than that here, some up to 18-24", but…

Still a great question. The fact that there was so much banter with regard to the anticipated answer means that most of us will remember the ourcome, and the fact that it was a 4" minimum as a requirement.
