Should piping for recirculation pumps for water heaters that go under the slab from water heater to bathroom be insulated? what type of material is used if they should be?

Yes it should be insulated. I believe the minimum insulation level required by the IECC, which is the adopted Energy Code in New Mexico, is either ?" to 1" thick depending on the water temperature and the size of the piping.
