Also the deck had a I beam that supported the deck. The I beam did not go the full dist. of the deck also no support at the end of the beam. It was about 16' to the next support pole. Should I note this.

I’d definitely call those stairs out as a safety hazard and say something along the lines of “steps do not have a safety handrail and top step is not ergonomically comfortable and could cause poor footing and trip hazard”
