wondering what the requirements of roof inspections by inspectors based on internachi standards of practice: is viewing from ground level sufficient to pass such standards 5.1 A? if so, is that for all cases or only in situations that would make a close up inspection dangerous or impossible? would this need to be disclosed in report according to standard 5.1 B?

How the roof is inspected is up to the inspector. Some walk roofs, some do not.
