The inside of panel is not affected with any moisture. Would you still call this out because of the outside rust?

Looks like it may not provide the minimum of 3 feet of working space in front of it as well?

Funny Charley, the same phrase came to mind when I was thinking about it, I would have listed it as a maintenance issue rather than a defect at this time.
Some would say that as the rust isn’t UL listed it has to go!!
