Looks to me like they got lazy and didn’t use H clips and the sheeting got soaked during a rain or four then it let up so the builder got the shingles on during a break in the weather without letting it dry out completely. Hence the black, soon to be rot, on the underside of the sheeting and the warping.

Thanks Larry, good insight about the clips, etc. The black is actually a coating of sorts, something that was painted on the seams.

H-clips are not required on plywood.
