Septic Inspection Report

We recently purchased a home, a septic inspection was completed as a condition of the sale. Since moving into the home we are experiencing several issues, the biggest being a frozen system. When the pumping/ thawing company initially arrived they found that there was a straight T fitting on a clean out access pipe that was not capped on one opening. This made me curious and I went back to the inspection report to see if it had been mentioned. I also noticed that the report says that a lift pump will need to be installed in the future if the system is replaced. However our system all ready has a lift pump, which is mentioned nowhere else in the report. I am completely clueless in all of this, and am wondering if the uncapped system and presence of a lift pump are things that are generally included in a report. (I am also just learning about septic anything so please excuse any technical wording I get wrong)
