Service panel in mobile home

Hello I’m a new inspector and I just did an inspection of a service panel in a mobile home. I noticed a metal bracket of some sort over the water heater breaker switch. Can anyone enlighten me on what this is and it’s purpose? Thank you for you speedy responses.

Remote lock out as required.

The water heater requires a disconnecting means “within sight” of the unit which means visible from the equipment and within 50’. If one is not present or does not meet the “within sight” rule then a means to install a lock on the circuit breaker is required so that the unit can be locked OFF for servicing. You might see these for hardwired appliances like wall ovens and dishwashers too.

Rarely is the service panel in the trailer. It is commonly outside the trailer with a feeder into the panel.
