Service must be AFCI-protected with 120 volts for the dining room, hallways, bedrooms, closets and other similar areas inside the dwelling. Each circuit should be specified to its purpose and no two circuits should be labeled the same.
Not sure why you would use such a broad statement regarding AFCI protection. When the installation took place and the code cycle it was under is relevant to your statement. Not sure why two circuits cannot have the same labels if they perform the same function.
