Many will just have to throw a switch because they never take them down which I think is dorky. But, they may be thinking it is better than putting none up. 
Nice display! We have a half mile long driveway off a gravel back road so we never bothered much with holiday lights, lol.

That would be nice for me, but I like to update the strings periodically. LOL. Next year all our lights will be “cool white” and blue. I’ve already updated everything to LED, saves on the electric bill.

Even if we had a situation like you, I would still be volintold to put up lights.

I’m glad people do it. We love driving around and viewing them.
A few years ago we went on a guided tour in the nearest big metropolis (Minneapolis) with a party bus company. It was a blast slamming eggnog (and maybe other spirits, lol) and seeing how much work people put into it.
