Soggy spaces help

I was called to do a crawl space inspection on a house today. It was very apparent that they have a water problem. Lowest point in the subdivision so they get a lot of run off from the surrounding properties.

Some improvements in the grading were obviously needed. The crawl space has a sump pump and was very muddy in the low corner. There was a small trickle of water coming from in though and/or under the block at the front of the house. Finished grade is above the grade under the house. Obviously they have a lot of ground water to deal with.

It's beyond my knowledge as to how to fix a problem like this. I didn't even know who to send them to get quotes on fixing the problem. It's just not common in our area. What profession would you send/recommend you client contact? I want to steer them in the right direction but I have no idea who.

If they can't help, I'll bet they can provide a referral.
