Those measly little gun charges were a pat on the wrist when considering all of the crimes he committed, from international business crimes to drug crimes to pedo crimes. Which he documented very well and thoroughly on his laptops. The big question is… Does this pardon relieve him of testifying about the crimes committed by others in his (and pedo j0biden’s) realm??? 
The good news is (as I understand it) that pedo j0biden’s pardon doesn’t apply to state and local level crimes, so Justice still has a chance to be served.
Corporate welfare or something else? Is woke on life support?

The US Treasury said on Tuesday that it had transferred the $20bn to a World Bank fund, where it will be available for Ukraine to draw from.
Money handled by the World Bank cannot be used for military purposes.
The administration had hoped to dedicate half of the money to military aid, the Reuters news agency reported, but this would have required approval from Congress.

Though you are correct, I think she knows exactly what she said and why. Rather than reimburse American taxpayers, the uni-party gets to advance its agenda without our consent. She skillfully wrapped that advancement in a package of words that would sound good to the sheeple.
