Spliced conductor near the breaker

There’s only one conductor connected to the breaker designed for one conductor, so it’s not a double-tap. So what exactly is the defect, unless one of those circuits is supposed to be a dedicated circuit?

If there’s only one device on each of those circuits, it’s not much different form one circuit with two devices. And… it’s not up to use to calculate the potential draw on a circuit. Defer?

Splices are permitted in a panel so no problem.

This is typically done to avoid a double tapped breaker. Although Square D (pictured above) allows two conductors.
