I don’t have a photo. Some of these were older homes and the wiring doesn’t have a ground… Safety ???
Check the lamps in your own home. I warrant most if not all to those do not have a ground on it either.
Any steel component of an electrical system should be grounded. In older, ungrounded systems, this was often accomplished through bonding of the metallic conduit to the fixture junction box.
You haven’t provided enough information to give you a definitive answer, but the simple fact that it’s a “steel fixture” does not necessarily make it “unsafe,” even on a two-wire system.
