Well I looked at the rain deflector at the website given then back to the picture again. This appears to be back in under the eaves were the water can’t hit it unless they are hinged and rotate out into place. The other thing it may be is a vent.

improperly installed rain deflector, too close to the eave and won’t disperse water from a hard rain very well or maybe not at all. It might deflect water from a light rain ok as it drips straight down but the deflection blades only are efficient with fast moving water.
