According to R105.1, A permit is required when any owner or owner’s authorized agent who inteds to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove convert or replace any electrical, gas, mechanical, or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed.

Clearance between combustible insulation and recessed luminaires is defined by R302.14 - Combustible insulation shall be separated not less than 3 inches from a recessed luminaire, fan motors and other heat-producing- devices. There is an exception where heat producing devices are listed for lesser clearances.

  • What criteria must be used to regulate combustion air for solid-fuel-burning appliances? Oil-fired appliances? Gas-fired appliances?

Solid fuel burning appliances shall be provided with combustion air in accordance with the appliance manufacturer’s installation instructions. Oil fired appliances shall be provided with combustion air in accordance with NFPA 31. The requirements for combustion and dilution air for gas fired appliances shall be in accordance with chapter 24.

  • In what locations are the installation of fuel-fired appliances prohibited? What concerns are applicable to outdoor installations?

Fuel fired appliances shall not be located in sleeping rooms, bathrooms, toilet rooms, storage closets or surgical rooms, or in a space that only opens into such rooms or space. Exceptions apply. per G2406.2.
Appliances installed in outdoor locations shall be either listed for outdoor installation or provided with protection from outdoor environmental factors.

  • What is the temperature limit for water supplied to a shower? A bathtub? A whirlpool bathtub? A bidet?

The temperature limit for water supplied to a shower shall be limited to 120 degrees F. The temperature limit for water supplied to a bathtub or whirlpool bathtub is 120 degrees F. The temperature limit for water supplied to a bidet is 110 degrees F.

What are the illumination requirements for interior stairways?
Code Reference (IRC R303.7):
“Interior stairways shall be provided with an artificial light source to illuminate the landings and treads.”
Illumination Placement:**
The light source must be located in the immediate vicinity of each landing and stairway.
Controls (e.g., switches) must be provided at each floor level (top and bottom) for stairs with six or more risers.

  • What special condition applies where a water heater having an ignition source is installed in a garage?

Water heaters having an ignition source shall be elevated such that the source of ignition is not les than 18 inches above the garage floor. Elevation of the ignition source is not required for appliances that are listed as flammable vapor ignition-resistant.

  • At what minimum height must an open vent pipe terminate above a roof? What if the roof is used for a purpose other than weather protection?

Open vent pipes that extend through a roof, unless meeting criteria from P3103.1.2 or P3103.1.3, shall terminate not less than 6 inches above the roof, or 6 inches above the anticipated snow accumulation. Where a roof is used for recreational purposes open vent pipes shall terminate not less than 7 ft above the roof.

  • What is the difference between “accessible” and “readily accessible”? How do“damp,” “dry,” and “wet” locations differ? How is “rainproof” different from “raintight”?

An Accessible location is one that is capable of being reached (or removed or exposed without damage) for the operation, renewal, and inspection of equipment. A Readily Accessible location is one that is can be reached easily without the use of tools, the need to climb under or over, the need to use portable ladders, or remove obstacles.

A Damp location is protected from weather but not subject to saturation. A Dry location is not normally subjected to dampness or wetness. A Wet location refers to installations underground or in direct contact with earth, or subject to saturation.

Raintight means that beating rain will not result in the entrance of water. Rainproof means that rain is prevented from interfering with operation of apparatus.

How are electrical cables to be installed where they are run in attics across the top of structural members? Where they are run parallel to framing members? How must they be protected from physical damage?

Where run across the top of structural members the cable shall be protected by substantial guard strips at least as high as the cable.
Where run parallel with the structural members the wiring shall be not less than 1 1/4 inches from the edge of the member or shall be physically protected.

  • Where are smoke alarms required to be located? Do they need to be interconnected? How must they be powered? What must be done when alterations or repairs take place?

Specific Locations:

*Inside each sleeping room:

This ensures occupants are alerted to a fire within their immediate sleeping area.

*Outside each sleeping area:

This provides an early warning for occupants outside of their sleeping area.

*On every level of the home:

This includes basements and habitable attics, but not crawl spaces or uninhabitable attics.*Near bathrooms:

Smoke alarms should be installed at least 3 feet horizontally from the door or opening of a bathroom containing a bathtub or shower, unless this would prevent placement of a required alarm.

Interconnection and Power:

*Interconnection:

Smoke alarms must be interconnected, meaning that if one alarm is activated, all alarms throughout the home will sound.
*AC Power with Battery Backup:

Smoke alarms should be hardwired and powered by AC, with a battery backup to ensure they continue to function during power outages.

Alterations and Repairs:

*When alterations, repairs, or additions are made that require a permit, the requirements for smoke alarm installation are the same as for new construction.

This includes installing interconnected smoke alarms on every level, in each sleeping room, and outside each sleeping area, and ensuring they are powered by AC with a battery backup.

  • What is the purpose and scope of the International Residential Code? The scope of the IRC apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, removal and demolition of detached one- and two-family dwellings and townhouses not more than three stories above grade plane in height with a separate means of egress and their accessory structures not more than three stories above grade plan in height. More importantly, the purpose of the IRC is to establish minimum requirements to provide a reasonable level of safety, health and general welfare through affordability, structural strength, means of egress, stability, sanitation, light and ventilation, energy conservation and safety to life and property from fire and other hazards and to provide a reasonable level of safety to fire fighters and emergency responders during emergency operations. I believe the key take-away is life safety. (IRC R101.2, IRC R101.3)

What is the definition of light-framed construction? Per IRC Section R201, light-frame construction is construction whose vertical and horizontal structural elements are primarily formed by a system of repetitive wood or cold-formed steel framing members.

  • What special conditions apply to the installation of a solar thermal energy system?
    Roof mounted collectors need to be on a roof constructed to support the load of the collector, per chapter 9.
    The system needs to be able to handle the expected temperatures and pressures, which might require vacuum relief, pressure and temperature relief valves, expansion tanks, freeze protection or drain back systems.
    Any roof and wall penetrations must be flashed and sealed according to chapter 9.
    Potable water heating systems additionally need to comply with requirements in chapter 29.
  • How shall combustion, ventilation, and dilution air be provided when all indoor air is used? Outdoor combustion air? Combination indoors and outdoors?
  • Indoor combustion air must come from rooms with sufficient volume. A minimum of 50 cubic feet per 1,000 BTU/hr of the appliance input rating. If the room is not large enough, rooms can be connected with openings, at least 1 sq inch per 1,000 BTU if the openings are between rooms on the same floor or 2 sq inches per 1,000BTU if they are on different floors. The air must be provided with permanent openings, one within a foot of the ceiling and one within a foot of the floor.
  • For combustion air coming from the outside, the openings must be at least 3 sq inches and again utilizing the two permanent openings, one near the ceiling and one near the floor.
